To code this:

First just try to print 1-10 in a line.

Then, put a loop around that to print 1-10 in a line 10 times.

Then, consider a formula you could use if you know the row number to derive the first column's value. Check whether that formula fits the second column's value as well. (When the row is 2, column 1 should be 2 and column 5 should be 10; When the row is 10, column 2 should be 20 and column 9 should be 90.)

Then, change inner loop to use the formula you derived.
